The Opportunity
Heat Networks are set to play a critical role in Ireland's transition to a low-carbon energy future. With increasing government support, ambitious decarbonisation targets, and growing demand from both public and private sector organisations, the Irish Heat Network sector is entering a period of significant growth.
Our client is at the forefront of this emerging market and is seeking a Senior Development Manager to help shape and deliver a pipeline of strategically important Heat Network projects across Ireland.
This is a high-impact development role focused on taking projects from concept through to investment-ready stage. You will be responsible for driving multiple projects forward simultaneously, removing obstacles, coordinating stakeholders, and ensuring that every aspect of development progresses at pace.
The successful candidate will be comfortable operating across commercial, technical, regulatory, stakeholder, and land development workstreams, with the ability to identify what needs advancing and make it happen.
The Role
As Senior Development Manager, you will lead the early-stage development of multiple Heat Network opportunities, managing projects through feasibility, commercial structuring, stakeholder engagement, and development planning.
Key responsibilities will include:
Identifying and progressing new Heat Network development opportunities.
Driving multiple projects forward simultaneously across different stages of development.
Securing land and property rights required for project delivery.
Developing and refining commercial and financial models.
Engaging with potential anchor heat load customers and negotiating commercial arrangements.
Building strong relationships with local authorities, government bodies, developers, and other key stakeholders.
Coordinating technical feasibility studies and helping shape optimal technical solutions.
Managing external consultants, advisors, and development partners.
Supporting procurement and commercial negotiations.
Preparing business cases and investment approval submissions.
Identifying project risks and developing mitigation strategies.
Working closely with senior leadership to shape the company's growth strategy within Ireland.
Candidate Profile
We are looking for a commercially minded development professional who can operate autonomously and take ownership of complex infrastructure projects.
Essential Experience:
Experience developing Heat Network, District Energy, renewable energy, utility, or other infrastructure projects.
Proven ability to manage multiple development projects simultaneously.
Strong stakeholder management and negotiation skills.
Experience working with public sector organisations, local authorities, developers, and commercial customers.
Strong commercial and financial acumen.
Ability to navigate technical, commercial, regulatory, and planning challenges.
Excellent project management and communication skills.
Highly Desirable
Direct experience developing Heat Network or District Energy projects.
Knowledge of Ireland's energy infrastructure and decarbonisation landscape.
Experience securing land rights, easements, or utility wayleaves.
Experience engaging anchor load customers and structuring long-term energy agreements.
Alternative Backgrounds Considered
Candidates without direct Heat Network experience will be considered if they have successfully developed projects within sectors such as:
